Dominique McCoy – Managing Principal
Mr. McCoy brings 30-plus years of proven leadership success in financial services, housing, community development, and insurance.
He has advised policymakers and industry leaders and leveraged his extensive experience in all three branches of government to provide expert policy analysis and advocacy to achieve legal, legislative, communications, and regulatory compliance objectives.
As senior counsel on the House Financial Services Committee staff to former Chairs Barney Frank and Maxine Waters, Mr. McCoy worked on enactment of the Dodd-Frank Wall Street Reform and Consumer Protection Act and the Housing and Economic Recovery Act. Additionally, held various leadership roles with the U.S. Department of Housing and Urban Development (HUD), the U.S. Department of Agriculture’s (USDA) Rural Housing Service, and Freddie Mac, and most recently led the Office of Congressional Affairs at the Federal Housing Finance Agency. He previously founded McCoy Federal Strategies Group where he served as a technical and policy advisor to local governments, trade associations, and housing industry providers.
Born in New York City, Mr. McCoy graduated from Wesleyan University in Middletown, Conn., and the Georgetown University Law Center. He is admitted to the New York bar. And lives in lives in Washington, DC with his wife, son, and beloved 17-year old black-lab rescue.

Leroy Jones, Jr. – Principal
Mr. Jones has built a distinguished career spanning over 30 years in Washington, D.C., with experience as an entrepreneur and a legislative aide in the United States Senate, House of Representatives, and the White House.
He previously served as President of the Radio and Digital Division at Sheridan Broadcasting Corporation, where he led the expansion and development of digital video and audio platforms featuring independent and original content. In his role, he identified strategic joint ventures and partnerships, enhancing engagement with sponsor brands and growing listener and viewer audiences. He also played a key role in developing innovative digital, video, mobile, and social media initiatives, while advancing e-commerce and consumer revenue strategies.
A native of North Carolina, Mr. Jones is a graduate of North Carolina Central University and the Howard University School of Law. In recognition of his service and leadership, he was honored with the 2024 President’s Lifetime Achievement Award. He currently serves as Co-Chair of the Advisory Committee for the Leading Ladies of Richmond, Virginia Brunch, and is an active member of Kappa Alpha Psi Fraternity, Inc.
Mr. Jones is the proud father of two adult children.

Deah Shaw – Senior Advisor
Ms. Shaw is a strategic policy professional with over 15 years of experience in government relations, compliance, and advocacy. She has held leadership roles in housing, finance, and trade associations, where she has consistently transformed complex policy into actionable strategies that drive measurable outcomes.
At TransUnion, she led the development of a compliance tracking system that generated more than $100 million in annual savings and improved response times by 45%. At Freddie Mac, her targeted legislative strategies contributed to a 20% increase in wins across high-impact states.
Her strength is building trusted relationships, anticipating what’s around the corner, designing systems that deliver results, and communicating purposefully.
Her teaching background informs her approach to making policy accessible, while her leadership style reflects clarity, follow-through, and a collaborative mindset that unites cross-functional teams around shared objectives.
A native New Yorker, Ms. Shaw earned her bachelor’s degree in Political Science from Michigan State University and her master’s degree in Political Management from George Washington University. She also holds a Professional Communication: Business Writing and Storytelling certification from The Economist. She resides in Silver Spring, Maryland, with her son and her dog, Moxie.
